The Catholic bishops have a nice sense of timing. Last November, just before the election, they released the second draft of a pastoral letter that called for a “halt” to the “testing, production and deployment of new strategic weapons” (Dissent, Spring 1983). Eight of nine states that had a chance to vote on a nuclear freeze followed their advice and voted for a halt.
